Edina's Housing Stock Sets the Conditions
The city's housing stock makes this a local problem rather than a general one. And growth sits behind previous repairs where a water loss was dried to the eye rather than to a documented standard, since new drywall over wet framing is a sealed incubator.
The Environmental Protection Agency sets the timeline: materials dried within 24 to 48 hours of a leak will in most cases not grow mold. The agency recommends holding indoor relative humidity below 60 percent, ideally between 30 and 50, and notes that absorbent or porous materials such as ceiling tiles and carpet may have to be discarded once mold grows into them, because surface cleaning cannot reach where the growth has gone.
Federal Guidance Does Not Make Testing a Prerequisite
On testing, both federal agencies are direct. The CDC states that "You do not need to know the type of mold," and does not recommend mold testing. The EPA's position is that in most cases, if visible mold growth is present, sampling is unnecessary, and it notes that no federal standards exist for airborne mold against which a result could be measured.
"People lose weeks waiting on a lab report that was never going to change the plan," said Dan Oppedisano of Bedrock Restoration. "If you can see it or smell it, the answer is the same whatever the species turns out to be. What actually needs measuring is moisture, because that is what tells you which walls come open."
What IICRC S520 Requires
Remediation follows IICRC S520. The work area is isolated and held under negative air pressure with HEPA filtration before any material is disturbed, so opening a colonized wall does not distribute spores through the rest of the house. Porous materials that have been colonized are removed rather than treated in place. The moisture source is corrected, which is the step most often skipped and the reason for repeat calls, since remediation without source correction is a scheduled redo.
The company notes one local practicality: where a home sits in the Country Club Heritage Landmark District, work affecting street facing facades can require review before a permit is issued. Interior remediation is generally unaffected, but when the moisture source turns out to be a roof, window or exterior wall on a visible elevation, that review cycle belongs in the schedule from the start.
